Yammer login for users without a E3 licens possible ?

In our company all our Office users have an E3 licens and access to Yammer. We want to move our "Open Innovation Portal" to Yammer, with access for our production workers with an AD account but without a company email adress/E3 licens? Anyone got any ideas on how they can get access to our Yammer?

A few ideas:

*You can assign a Yammer Enterprise standalone license to these users (Cost is ~$3 each)

*Create an Exchange Online contact for these users, which you can invite into Yammer
