How is the signal to noise ratio going to be handled?

In the Yammer groups, because they were somewhat restricted (you had to have at least an org Yammer account to join), there was at least an assumption that the groups were not going to get filled up with promos, poor answers, rants by non-MS users , etc. I felt that the participants were serious professionals trying to get serious answers/ask serious questions, and we had the added bonus of having MS product group reps participating. I know that is the goal for the new community, but I am wondering how the signal to noise ratio  will be managed effectively as this community scales?

Is there a possibility for any kind of monitored or user-limited groups within the new community?

Also, what about more specific initiative-related groups, like the Office Dev PnP group?
