Windows 11 Pro for Workstations not available through CSP

Dear community,

We are an Ind. Provider in CSP, and we would like your significant input in order to understand why we are not able to resell/provide Windows 11 Pro for Workstations, part of the Windows for Business family of products.

More specifically, this specific SKU/Product can not be found in the CSP pricelists. We need you to help us understand the reasoning behind of why this product can't be provided via the CSP channel.

Windows 11 Pro for Workstations is a part of Windows 365 Business. Windows for Business is offered with the MCA agreement. 

However, as stated in the Windows 11 Commercial Licensing Guide, Windows 11 licenses acquired through a Microsoft Commercial Licensing program are upgrade licenses. You cannot acquire full Windows operating system licenses for desktop PCs through Microsoft Commercial Licensing programs.  

Customers must first have licensed and installed a Qualifying Operating System on a device before the device is eligible for a Windows 11 upgrade license.
