CSP Global Markets - Partner in US can sell to a customer as long as they have a tenant in the U.S?

I remember a licensing session where it was explained that the end user's location determined whether a partner could sell a product. It may have been specific to the product being discussed in the session, but I would like to get confirmation that I'm not misinterpreting the below:

So a partner in the US can sell a product like Dynamics 365 Business Central to a customer with a subsidiary in Brazil where the end users will be located, as long as their tenant is located in the US (so the partner would set up a reseller relationship with the US company).

Is my understanding correct or not? Thanks in advance.

Yes, it sounds like you have the correct understanding since (as mentioned in the link that you provided) the location of the tenant company determines the market where the partner can sell CSP program offers; and the partner's market can be in various regions and/or countries.
