I understand that there are alerts set to specific quota limits that will go to the mailbox user. I'm looking to create an alert for a specific mailbox, (Journal), that isn't really monitored to let me know when the mailbox is approaching its size limit.

Simply schedule a basic PowerShell script that runs the Get-MailboxStatistics cmdlet against said mailbox and emails you the result. There are multiple samples available online on how you can do that, the only difference might be the cmdlets for your scenario.
