"The Office 2019 client apps will be released with Click-to-Run installation technology only. We will not provide MSI as a deployment methodology for Office 2019 clients."

That is very noteworthy, thanks for highlighting it. It makes sense now when the new Office Customization Tool for Click-to-Run was released recently, this was said:

 

"For those of you who are familiar with the old Win32 Office Customization Tool which came with your perpetual (MS Installer) bits, you’ll notice the new customization tool has a lack of install-time user preferences. Over the next several months we will be enhancing the tool to enable desktop admins to select many configurable user preferences that are currently being offered with the perpetual counterpart."

 

Now we know why! There will be no MSI version and C2R has been lacking similar configuration options but these are now on the way.
