VDA Rights in a Microsoft G3 License via a CSP Subscription

If a customer has Microsoft G3 licenses in a GCC (government tenant) sold through a CSP Agreement, do they have VDA rights?  The Windows Enterprise component is not available today in the MS G3 licenses, however I am wondering if they would still get on-premises VDA rights since they are paying for this functionality.

While Government is out of scope for me. In an effort to help, I do not believe VMs are included with Microsoft G3, based on the information on the following websites:

However, Windows 365 Government is a cloud-based service that automatically creates virtual machines (Cloud PCs) for US government users. - What is Windows 365 Government? | Microsoft Learn

Hello, the question has to do with VDA rights, not VMs. Basically, wondering if the MS G3 in CSP licensing contains these rights. I did try to post this in the Government community, but have not received a response. Do you have any suggestions on how I can get an answer to this question?

The only suggestion that I have is that you post on the Public Sector, Local/State Government community - Welcome to the Public Sector, Local/State Government group (microsoft.com)

 

I'm not sure where you're located, but there was an AMER/APAC Partner Community call yesterday that was for the public sector & there was a Q&A where partners could ask question and get on the spot answers.
