Is it possible for a BC cloud customer on CSP to downgrade to BC on premise? The customer is a regular CSP customer with no transition or any other promo applied.

BC Online includes On Prem use rights:
Since you said that the customer already has BC Online, per the BC OnPrem Licensing Guide (BC OnPrem LG), users or devices licensed with Dynamics 365 (D365) User Subscription Licenses (User SLs) have use rights equivalent to a CAL for the purpose of accessing on-premises functionality.
So, the D365 Business Central, on-premises server license is included with their SLs. Licenses for all supporting servers (e.g., Windows Server and CAL(s)) must be obtained separately.
How to purchase BC OnPrem:
If the customer still wants to purchase OnPrem, they'll need to purchase Business Central OnPrem licenses, you'll need to purchase the applicable Server or CAL license.
