can bttc2 loaded by lsp?

I understand that t2 partner can load bttc2 for csp deal. 

But what about t1 lsp? can they load to attack mpsa deal?

The BttC2 promo is only available in CSP New Commerce. So any partner in the CSP program, either T1 or T2, can sell this promotion.

Per the Bridge to Cloud 2 (B2C2) FAQ, this promotion enables existing Dynamics on-premises customers with an active Enhancement Plan (EP) to obtain discounted cloud licenses through the Cloud Solution Provider (CSP) program.
