we couldn't create the test subscription. Commerce Account is Null

Hi experts
i have created an azure account for a user in EA portal(https://ea.azure.com/manage/account/accountlist).
When user is trying to create a subscription user is getting the below error

Failed to create the subscription TEST
sorry, we couldn't create the test subscription. Commerce Account is Null

Having a similar issue

Have an Azure account with two directories

Logging in as the account owner into the original directory, I can create subscriptions.  If I change directories to the most recently create one.  I get the same error about the Commerce Account.

To work around it, I created the subscription in the original directory, and then moved it into the new one.

 

Would be nice to know the reason for this.

I also am having this issue.  I am currently doing the same work around of creating in a different AD Tenant, and then transferring to the current AD and handling things that way.  It's a slow process.

Has anyone solved this? i have the same problem :(

No solution yet.  The response from support is basically:
A) This is something that is setup during creation and cannot be altered by the users.
B) If the user creating the subscription comes from another AD, there becomes a conflict of the payer information, and an error is produced.  A local account owner, something not related to the other other AD, might be able to create subscriptions.  (No luck with this yet)
