User-Administrator can access all the user profiles or not ?

Hi,

I had created app in Azure Active Directory. And integrating that app in iOS application and given permissions (user.readwrite.all) with my User-Administrator account. But when I try to login in iOS app it throws following promo data:

ContactsApp needs permission to access resources in your organization that only an admin can grant. Please ask an admin to grant permission to this app before you can use it.

Please tell me,  User-Administrator can access all the user profiles or not, And how can I get all users data in my organisation.

Hi, Its look like, the application needs permission to access the resources in your organization. Please check that your organization allowed all the users consent to applications.
