Understanding Biz-talk features

Hi Guys, 

Currently we are using AWS Elastic beanstalk for front end slaves in a clustered environment. We have Apache Mesos as a backend slave and Apache Mesos backend Master. This is all hosted on AWS. 

I can build the same in Azure, but Im having issue with what to use instead of AWS Elastic beanstalk on Azure. I can see Biz-Talk covers most of the features but I'm not sure if it includes native load-balancing. 

Would appreciate support on this.
