"No Access" 'Replicated items' blade Azure Recovery Services Vault

Within the 'Replicated items' blade of an Azure Recovery Services Vault our team member gets only "No Access" returned. 

We want a set of team members who can run "Test Failover" with minimum required permissions in a custom role.

Is this a viable model within the Azure Recovery Services Vault Replicated Items? 

We know for example, that Azure Active Directory > Activity > Audit logs does not have a read-only or minimum privilege option ... one has to be Global Admin to use that blade.

We went back and put the team users into the "READ" role ... everything works ... both the reading aspects of the lists and all the explicitly custom role permissions granted... unsolved mystery.
