I Can Create but Cannot Save

• Service Bus namespace is dimmed cannot select from drop down list No namespaces available
• Queue policy name is dimmed cannot select from drop down list Failed to load policies
• Queue policy key also dimmed with hidden ******
• Save also is dimmed cannot save

What is missing and wrong?
