How to talk to a REAL PERSON in Azure Billing

Does anybody know how to create a ticket with the Azure Developer support option?

 

I purchased the Developer support option, thinking that would let me talk to a real person to resolve a billing issue I have (an issue that the bots don't seem to have an answer for). It appears the Developer support level provides an option to create a ticket that a real person will review and follow up with email. But it is an extremely well-hidden option as I cannot find it.

 

I am trying to create a ticket here (but only bot answers are provided, there is no way to create a ticket for a billing support person to review):

Did you try 'Create an Azure support request' under the below URL?

Yes - all it provides is automated answers based on a cascade of specifically enumerated issues. None of which are my issue or provide my answer. Fine, but there is then no option to create a ticket. I am going to cancel the useless support subscription. This morning I was finally able to figure out what was wrong with my VS subscription on my own, sigh.
