I believe currently it is not possible to host a Windows or Linux DHCP server in Azure for servicing/managing IP address allocation to remote sites on a WAN.
Does anyone know of a work around or 'DHCP as a Service' offering that is cloud based?

PXE and DHCP both are services that do not run in Azure. While you may be able to start a service, it should get blocked on the vnet or leaving the vnet. In the past, I have used hardware-based routers to host DHCP services. Must routers do have some DHCP services, some just require CLI/Shell access to configure.
