Exporting Azure Database for PostgreSQL Flexible

I want to export a complete dump of my Azure Database for PostgreSQL Flexible Server. The server has "Connectivity method: Private access (VNet Integration)" so it is not accessible from the internet.

Ideally:

• On a database that encrypts the data at rest
• Using the Azure CLI
