Hi,
In a scenario were a monthly budget is applied to a PAYG subscription and if its breached will this stop any resources from being deployed until the reset period is reached?
I am trying to understand the logic when using budgets. I suspect a budget alert email to be sent to the relevant recipient(s) but I would like to understand if this is a soft or hard budget feature. I am looking to apply a hard budget.

No budgets are only notifications/alerts . Based budgets alert you can trigger an automation service like Azure Functions , Logic Apps or Azure Automation in order to take an action but you need to build this solution since it's not provided by default. Your deployments can be blocked only you reach your spending limit unless you removed it.
