Can't change FTP state in Service App

Hi all,

 

I have a problem with a Service App that doesn't allow me to change FTP state under configuration> General Settings. The setting is grey and says "FTP is disabled by access policy". So I have gone through and disabled every single policy assignment that is enabled on that scope but nothing works. It is still grey and the developers cannot deploy code since it is in "disabled" state and not in SFTP. 

How can I change this?

I had a similar issue.

The problem is that the Basic Authentication setting is turned off. This also affects publishing from VS.

Turn Basic Authentication back 'On' and it should work. Make sure to use FTPS only for obvious reasons.
