Can not assign Co-Administrator permissions

Hi All. I have been trying to assign co-administrator permissions to an account on my Azure subscription. Im following this guide (https://docs.microsoft.com/en-us/azure/billing/billing-add-change-azure-subscription-administrator) but when I right click on the user, nothing happens??? Any one seen this problem before?

It works fine for me.  Just keep in mind that you can only give co-administrator permission to users with Owner role on subscription.

You have to give owner permissions to the relevant user and then you can add him as a co-administrator
