Hi It's not possible unless you have a student account .

No. Signing up is free and doesn't require a credit card.

Hi

There is no promo code applied to the subscription in Azure unless you have an Enterprise Agreement

You can put in place some cost management mecanisms to reduce the costs and have some discount for virtual machine for example
