Accessing blob storage though site to site vpn

I am working on a project to move our off site storage to azure blob storage.  

Key requirements:

• must go through secure tunnel or direct access
• must use netbackup 8.1
• can not have a vm in azure to connect to

basically i need local instance of netbackup to connect through a tunnel to the blob storage
