Can ISV's / Service Providers set up a multi-tenant WVD for different customers?

If a Customer has the necessary licenses to access WVD, he can do so on as many instances as he wishes. The product terms, and azure.microsoft.com are not very clear to what extent however.

 

Imagine if you will an ISV that sets up its own WVD Farm and wants to grant its customers access to that farm. Are these customers compliant

  • When they have their own subscriptions (Microsoft 365 E3/E5/F3/Business Premium/A3/A5/Student Use Benefit, Windows 10 Enterprise E3/E5, Windows 10 Education A3/A5, or Windows VDA E3/E5)
  • When they pay for a supplemental license (such as Windows 10 Enterprise E3) from the ISV

Or is this a configuration that not supported and can’t be licensed for correctly?

 

The ISV in case suggests getting a supplementary Windows 10 Enterprise E3 “because it’s a different tenant”, but I did not find any wording in the Microsoft documentation corroborating or contradicting this statement.
