When trying to establish a RDP session to a local client, the connection is denied "Unable to connect to the remote PC as there is no network connectivity".

However, the local client is available and can be pinged.

The issue occurs, when the Mac is not connected to the internet.

However, internet connectivity should not be a prerequisite for connecting a local RDP client!
