Issue of connect azure db via ssms

Dear team,

I am new to azure and learning things to test my data project. I am here for resolving my connection issue. I got the error message when connecting to azure db via ssms.

I try to follow these steps: check my sql native client IP enable, set firewall rule on azure db but i still got the error. Please help me on this issue. Thank you.
