Restrict access to Azure SQL server using SQL server firewall

I have a Azure SQL server (PaaS) created, with Public access denied, and allow Azure internal access through a private endpoint. Have been trying to see if I can restrict it so only certain Azure VM IPs can access the SQL instance. The firewall at SQL server level seems to have no effect in restricting the Azure VM access. Maybe the firewall at SQL server level is just meant for public access???(in my case Public access is disabled anyway). Anyone has been able to use the firewall for Azure services with success?? Thanks.
