We've confirmed that all systems are back to normal with no customer impact as of 07/16, 19:20 UTC. Our logs show the incident started on 07/16, 17:45 UTC and that during the 1 hour and 35 minutes that it took to resolve the issue a subset of customers would have experienced issues with the following disk metrics. This results in data missing from Azure Portal view.
Metrics Affected : Disk Read Operations/Sec, Disk Write Operations/Sec, Disk Read Bytes/Sec, Disk Write Bytes/Sec
Root Cause: A configuration change caused an interruption in the flow of Disk Metrics to the 'Disks' panel of the Azure Portal.
