We've confirmed that all systems are back to normal with no customer impact as of 02/21, 05:46 UTC. Our logs show the incident started on 02/20, 09:15 UTC and that during the 20 hours & 31 minutes that it took to resolve the issue customers would have experienced alerting issue where notifications are not received.
Root Cause: The failure was due to deployment within Azure Monitor environment.

We continue to investigate issues within Log Analytics. Root cause is not fully understood at this time. Some customers continue to experience alerting issue where email is not received.
