We've confirmed that all systems are back to normal with no customer impact as of 07/08, 07:15 UTC. Our logs show the incident started on 07/08, 07:00 UTC and that during the 15 minutes that it took to resolve the issue ~7% of customers experienced data access in the Azure Portal and in the App Analytics Portal.
Root Cause: The failure was due to an issue in one of our dependent platform services.
