We've confirmed that all systems are back to normal with no customer impact as of 06/24, 12:40 UTC. Our logs show the incident started on 06/24, 12:25 UTC and that during the 15 minutes that it took to resolve the issue 9% of customers experienced data access issues while accessing through azure portal.

Root Cause: The failure was due to an issue in one of our dependent platform services.
