We've confirmed that all systems are back to normal as of 12/17,
18:10 UTC. Our logs show the incident started on 12/17,
04:30 UTC and that during the 13 hours and 40 mins that it took to resolve the issue 10% of customers
experienced timeouts and error retrieving data while loading SQL metrics
from "Metrics" blade in Application Insights Extension.

failure was due to a dependent service having issues.
