We've confirmed that all systems are back to normal with no customer impact as of 12/03, 10:25 UTC. Our logs show the incident started on 12/03, 08:50 UTC and that during the 1 hours 35 min that it took to resolve the issue 5% of customers experienced data access issue in the Azure portal.
Root Cause: The failure was due to one of the dependent services.
