We've confirmed that all systems are back to normal with no customer impact as of 11/29, 16:10 UTC. Our logs show the incident started on 11/29, 14:40 UTC and that during the 1 hours 30 minutes that it took to resolve the issue 6% of customers experienced data access issues in Azure portal for many data types.
Root Cause: The failure was due to issue in one of our backend services.
