We've confirmed that all systems are back to normal with no customer impact as of 06/15, 18:50 UTC. Our logs show the incident started on 06/15, 18:25 UTC and that during the 25 minutes that it took to resolve the issue ~14% of East US customers may have experienced data access issues in the Azure Portal and App Analytics Portal.
