We've confirmed that all systems are back to normal with no customer impact as of 11/12, 01:30 UTC. Our logs show the incident started on 11/11, 09:00 UTC and that during the 16 hours and 30 minutes that it took to resolve the issue customers may experience failure notifications when performing service management operations such as create and update for Azure Metric Alert Rules.
  • Root Cause: The failure was due to a dependent service.
