We've confirmed that all systems are back to normal with no customer impact as of 8/4, 16:49 UTC. Our logs show the incident started on 8/4, 15:24 UTC and that during the 1 hour and 25 minutes that it took to resolve the issue some customers experienced intermittent metric data gaps and incorrect metric alert activation.
Root Cause: We do not currently know the root cause of the issue.

We are aware of issues within Application Insights data ingestion in the Korea Central and India West regions and are actively investigating. The issues began at 16:24 UTC. Some customers may experience delayed or missed Metric Alerts and metric data gaps.
