We've confirmed that all systems are back to normal with no customer impact as of 11/22, 15:50 UTC. Our logs show the incident started on 11/22, 15:10 UTC and that during the 40 min that it took to resolve the issue Approximately 7% of customers in West Europe might have experienced data access issues in Azure Portal for Application Insights.
Root Cause: The failure was due to issues with one of the dependent service.
