Error Set-webConfigurationProperty cmdlet not recognized

I am trying to deploy Azure Migrate Installer. When I run it for the first time, I get the following:

[Script execution failed with error] The term 'Set-WebConfigurationProperty' is not recognized as a name of a cmdlet, function, script file, or executable program.
Check the spelling of the name, or if a path was included, verify that the path is correct and try again.
[Exception caught] The term 'Set-WebConfigurationProperty' is not recognized as a name of a cmdlet, function, script file, or executable program.

I first tried this on a machine that did not run IIS. I also tried it on a machine that was running IIS 10, and got the same results.  What can I do to fix this issue. I am running it in the same directory as the AzureMigrateInstaller.psi.
