Prevent a publisher to get purchased from marketplace in organization level

Hi,

I have an organization with multiple subscriptions.

The developers are not allowed to purchase the offers of a specific publisher from azure marketplace.

How and where can I configure it to have impact on all of the subscriptios.

I don't want to go to all subscriptions and assign a policy to prevent it.
