Connecting a single on-premise server to an Azure Lab

Good day,

    We're trying to setup a lab with software that needs to connect to the license server before it will run. Since it's possible to set up P2S connections, is it possible to just set up a VPN on the license server and have it connect to the Azure Lab? 

   Or do i really need to set up a site-to-site VPN?
