Azure Lab Service Template stuck in starting / stopping state

hi All

We have deployed the ALS 2.0 / Azure Lap Plans  and created labs, however  when starting the template  it stops almost immediately.  We tried to publish the template, that was successful and tried to start the template once more, results are the same. after about 1 minute or so the template stops.
