How to use Phone as Primary user identity?

We've been reading through


Azure AD B2C phone sign-in experience is now in public preview!  by Alex Simons

and the docs
Set up phone sign-up and sign-in for user flows 

But we're not seeing the ability to create a user in ADB2C with the phone as the primary identity, only email and username. Our client does not want to use the hosted authentication or signup flows and we've rolled our own using the APIs, but when we create the user using the phone doesn't appear to be an option.

Have we missed something here?
