How to handle authorization for service provider initiated flows ?

Use case is that we want users authenticated with email/password but we have several apps to provide access to so what will be the best way to handle authorization to different apps ?

Is it using a different data store with mapping of user to app stored there or leave it as part of corresponding app to take care of authorization.
