What is the point of a global admin role if it isn't global?

What is the point of a global admin role if it isn't global? Shouldn't global mean that it has all rights to the Office 365 tenant? Why do you need to constantly add in other admin roles to a global admin? Either fix or rename or something as this is stupid to be a global admin and not really have that ability.

Are you referring to any limitation in particular? GAs might not be able to use all functionalities out of the box (i.e. compliance features such as eDsicovery), but will be able grant access to anyone, including their own account.
All functions in the admin center should be granted to the global account and if not, then why call it a global account when you keep having to add different admin privileges ie security, compliance or printer admin roles to name just few. I could go on but it seems like admin if global should be global.
