We need to create an email from our domain @ourcompany.com for an external user. This user should not have access to any SharePoint sites or Teams. How would I create a user that has access to outlook only?
We can't use azure's conditional access because we don't own the azure premium license.

As Microsoft does not enforce licensing requirements for SPO, this might be a bit tricky to achieve. The cleanest solution is to probably add all such users to a group, then "block" access to a given (or all) site for the group.

@frnkamat I would check on the requirements for the Azure P1. For what you want to use it for you may only need one P1 license to manage the Conditional Access feature. If your standard license type is an E3 I would compare the features with a business premium and see if one of your admin accounts could do without such things as in place archiving. Microsoft will allow mixing and matching licenses within a single tenant.
