SharePoint Online Quick Links error

I am using SharePoint Online 2019, and for a page we have the out of the box web part "Quick Links" with different icons going to different pages. 
The icons are not showing up, however. When I go into edit the webpart, it looks fine. However, when I publish it, it looks completely different. 

I'll attach 2 pictures. One in edit mode, one in publish mode. 

This just happened today.  About a month ago a similar issue happened out of the blue, but a few days later it miraculously fixed itself.

Have the same problem with Sharepoint on Google Chrome and Safari on the iPad.  Some of the icons appear then others will just show a blue square were the icon should be. Can usually fix the problem by refreshing the display but wondering if there is a way to get around the problem.
