we have multi office structure where main tenant is associated to company and each office in different regions have own tenant.

How do we provision licenses to each tenant so that those can be issued to users present under that tenant?

At this point, we are only able to provision licenses to company, we want to provision M365 licenses to OFFICE1 and OFFICE2, so that users created under these tenants can be assigned those licenses.

Technically licenses (and subscriptions) are always associated with a single tenant. You’d want to make sure licenses are bought under the right tenant for the users in that tenant specifically.
