Error Licensing a User - Exchange Online and Outlook Customer Manager

While attempting to license a user for only MS Office (or any other license) the the Admin Center, I received an error that I must also license them for Exchange Online and Sharepoint as it contains Outlook Customer Manager (Attached Screenshot).  This was not the case a day or so ago.  However, I can license them through the IOS Admin App and possibly powershell.

 

Any word on a fix for this issue?  I am just glad I found a work-a-round for the moment.

Probably tied to the service/SKU in the portal. @Anne Michels FYI.
