Authentication methods for Office 365 users

I have admin permissions for users of an Office 365 account and they are enrolled in MFA, but I noticed some users have ways of using different types of way to authenticate and others do not have that option. How do I add option in authentication for some of the other users such as adding a second phone or other ways? I know there is way  but I just can’t remember it..

Thanks for the reply but in that page you refered me too it says" Although all options are listed, your admin may not make them all available; you'll get a message if you choose an option your admin didn't enable." Thats the part I want to change , how do I do that?
