Can Microsoft Access work on a tablet? For example, Samsung Galaxy S8 Ultra

If the tablet is running on Windows, perhaps you can install and run Access since it's part of the Office suite of applications. In fact, I spotted the Access icon in this YouTuve video, although it was not run in the video.
